Richen is a chief engineer of the tariff division at ERA. He is responsible for determining the domestic tariff of hydropower and solar power projects in Bhutan. His earlier job as an executive engineer in the licensing and technical division at ERA was mainly for the issuance of license for construction, operation, transmission and distribution of energy. He was mainly involved in granting the construction and operation license of many mega hydropower projects in the country and to the only utility scale solar project in the country.
