Professional Bio
Shahnaz Akhter is the first female member of the United Nations INSARAG Classified Pakistan Rescue Team in South Asia. Currently serving as Provincial Monitoring Officer, Head of Community Safety, and Chief Public Information Officer in the Emergency Services Department of Punjab, Pakistan. She has over 20 years of experience in emergency operations, crisis communication, volunteer management, and institutional monitoring. She has trained thousands of volunteers and established more than 6,000 Community Emergency Response Teams (CERTs) with over 200,000 Rescue Scouts, creating a sustainable grassroots safety network. Shahnaz has led major rescue operations during floods, fires, extreme weather, the COVID 19 pandemic, and the Turkiye Earthquake Response, where she personally extricated survivors. She has represented Pakistan at international forums including the IAEA in Austria, the World Congress on Safety & Health at Work in Australia, and specialized trainings in Japan, Turkiye, China, Maldives, and Sri Lanka. Her career reflects visionary leadership, resilience, and commitment to public service, making her a role model for women in emergency services.
