Mr. Hewagama initially joined as a young professional to the Public Enterprises Reform Commission of Sri Lanka where he worked for five years. He then joined as a research officer at the Institute of Policy Studies of Sri Lanka which is the apex body of public policy. After five years of experience in policy research, he moved on to a lecturing position at Sri Lanka Institute of Development Administration where he contributed as the course coordinator of induction training for public officers.
